La intervención previa realizada sobre ese pasaje no permite una visual completa del mismo, bloquea el diálogo entre las propiedades vecinas y las construcciones existentes, generando un par de corredores siniestros lo cual dificulta enormemente la actividad comercial.
Por este motivo, cuando me enteré de este concurso de ideas, rápidamente decidí generar unas cubiertas a gran altura integradoras y plantas libres de uso, favoreciendo la visual general del pasaje y que las propiedades vecinas pudieran abrir sus puertas, hacia este paseo, haciendo uso del mismo con actividades gastronómicas y comerciales, favoreciendo principalmente al turismo que tiene tanta afluencia a pocos metros de este sector.(Daniel)
Descripción del proyecto
Se solicitaba un Centro de Interpretación subterráneo bajo la Plaza Velasquez, realizar un espacio para la junta de vecinos, baños públicos para turistas y reponer la posta policial. Todo el programa solicitado fue cubierto; en el proceso de diseño se solicitó reponer con puestos de venta a todos los comerciantes que actualmente poseen un puesto en las construcciones centrales, lo cual también fue solucionado.
Se desarrolló como concepto una propuesta en tres capas: una superior con grandes cubiertas de metal y fibra de vidrio, una capa intermedia con grandes telas de colores (a manera de una gran whipala aérea) y a nivel de superficie un tapiz urbano, generando diferentes direcciones, texturas y colores, cubriendo todos los usos y sub-plazoletas solicitadas. Se realizaron varias presentaciones al Alcalde de la ciudad y sus asesores, hasta que se realizó la última aprobación del proyecto.
Lamentablemente cuando en la instancia final de presentación a los entes financiadores del BID, observaron que los financiamientos para la ciudad habían superado los números previstos y que el proyecto debía esperar al menos un par de gestiones. Y allí el proyecto quedó archivado.

COMPETITION: URBAN REVITALIZATION OF THE JUAN XXIII PASSAGE

The previous intervention carried out on that passage does not allow a complete visual of it, blocks the dialogue between neighboring properties and existing buildings, generating a couple of sinister corridors which greatly hinders commercial activity.
For this reason, when I found out about this contest of ideas, I quickly decided to generate integrating high-rise roofs and a free-of-use ground floor, favoring the general visual of the passage and that neighboring properties could open their doors, towards this promenade, making use it with gastronomic and commercial activities, favoring mainly the tourism that has so much affluence in the surrounding streets.
An underground Interpretation Center was requested under the Velasquez Plaza, al requested the creation of a space for the Junta de Vecinos, public toilets for tourists and a new police post. All the requested program was covered; in the design process, a request was made to re-introduce all merchants who currently have a position in the central buildings, which was also solved.
The main concept used was a project in three main layers: an upper layer with large metal and fiberglass roof, an intermediate layer with large colored fabrics (in the manner of a large aerial whipala) and at the surface level an urban tapestry, generating different directions, textures and colors, covering all the uses and sub-squares requested. Several presentations were made to the Mayor of the city and his advisors, until the last approval of the project was made.
Unfortunately, when in the final instance of presentation to the financing entities of the IDB, they observed that the financing for the city had exceeded the expected numbers and that the project had to wait at least a couple government periods. And there, the project was archived.
