Introducir una marca en su ciudad siempre ha sido uno de los sueños de cualquier arquitecto pueda querer desarrollar en su carrera. Este proyecto para el Estudio significó grandes retos, dolores de cabeza y estrés. Una vez concluida y entregada la fase proyectual esperábamos con anisas su materialización. El proyecto, sin embargo, se vería afectado por la crisis poselectoral del 2019, la pandemia y el cambio de gobierno. Lamentablemente no se construyó de acuerdo a las especificaciones técnicas y de acabados nos dejó un sabor agridulce el que algunos componentes no se construyan siquiera. Visitar este espacio nos genera esos sentimientos encontrados y, aun así, son verificables sus cualidades arquitectónicas. (Santiago)
Descripción del Diseño del Plan Maestro
El Parque de las Culturas y la Madre Tierra (PCyMT) está comprendido como un enclave urbano capaz de dinamizar las actividades de su contexto y con el que se relaciona como un núcleo e imán para nuevos públicos y habitantes. El parque no está concebido estrictamente como un pulmón urbano en el sentido tradicional, sino más bien, potencia sus capacidades como parque temático y cultural enfocado al esparcimiento, el conocimiento y la cultura.
El parque puede verse como un nexo entre el Parque Urbano Central y el Parque Ecológico del Bosquecillo de Pura Pura, formando una red de espacios culturales en La Paz. El proyecto explora el vacío del sitio, abordando el abandono debido al cierre de la estatal de ferrocarriles ENFE, lo que lo convierte en un símbolo de la memoria nacional.
El carácter urbano del parque refleja morfologías del paisaje rural y se traduce en un lenguaje arquitectónico que considera topografía y relieve. Los recorridos laterales (Parque Tierras Bajas y Parque Tierras Altas) transforman el paisaje natural en un contexto urbano, enriqueciendo la experiencia con recorridos orgánicos y juegos temáticos.
El parque se ha articulado alrededor de cuatro ejes temáticos:
En eje cultural con la creación de dos Salas de Teatro y una explanada abierta para Conciertos.
Un eje socio-económico pensado para verbenas, ferias y la aglomeración de público, bajo la Plaza de las Culturas. En adición a las Fuentes Danzantes.
Un eje de esparcimiento concebido como un parque con diferentes espacios de recorrido y estancia en el mismo: Tierras Altas, Medias y Bajas.
Un eje de conocimiento e historia, concebido desde un Centro de Interpretación, así como un rescate cultural de prácticas agrarias, de paisajes e identidades de diferentes zonas de Bolivia.
El parque promueve el uso libre y la apropiación de espacios según las necesidades culturales de los usuarios, facilitando temporales construcciones como ferias o territorios familiares en mantas y carpas. Se ha diseñado un espacio polivalente que conecta el Atrio de Ingreso, el Teatro-Casa de Máquinas y la Plaza de las Culturas, cubierto por una estructura de 1,800 m² que juega con luces, sombras y colores, protegiendo del clima y evocando las ferias callejeras de La Paz y El Alto.

The Park of Cultures and Mother Earth (PCyMT) is understood as an urban enclave capable of energizing the activities of its context and with which it is related as a nucleus and magnet for new audiences and inhabitants. The park is not strictly conceived as an urban lung in the traditional sense, but rather, enhances its capabilities as a theme and cultural park focused on recreation, knowledge and culture.
The park seen from a macro perspective can be understood as a bridge and / or link between the Central Urban Park (PUC) and the Ecological Park in the Pura Pura copse in the northern part of the city. It is also a potential space to finally form a network of parks and spaces for cultural recreation in the city of La Paz.
The project takes the void, the black hole and negative space as reference conduits to study the site. The abandonment to which the property has been subjected due to state policies that put an end to the national railway era end up emptying one of the most emblematic spaces of the Republican era. This space loses vitality with the closure of the state railways ENFE and, from that moment, becomes an immaterial asset of national memory and history.
The urban character of the park inserts morphologies and interpretations translated from the rural landscape of different scenarios, ecological floors and national landscapes into the city, and is taken into an architectural and urban language, allowing to think about notions such as relief and topography in architecture. The incorporation of side routes (Parque Tierras Bajas: Guardianes del Monte and Parque Tierras Altas: Protectores de los Mundos) implicate the translation of a rural and natural landscape into an urban environment, this characteristic is energized by these organic routes, and by thematic games.
The park has been articulated around four thematic axes:
On the cultural axis with the creation of two Theater Rooms and an open esplanade for Concerts.
A socio-economic axis designed for festivals, fairs and the crowds of the public, under the Plaza de las Culturas. In addition to the Dancing Fountains.
A recreational hub conceived as a park with different spaces for walking and staying in it: Highlands, Middlelands and Lowlands.
An axis of knowledge and history, conceived from an Interpretation Center, as well as a cultural rescue of agrarian practices, landscapes and identities from different areas of Bolivia.
The park calls for the free use of it, the appropriation and modification of spaces according to the needs and cultural expressions of the users, thus promoting temporary occupations with elements that reconfigure their use in fairs, or family micro territories that can be settled in blankets and tents on the esplanade and green spaces available.
It has also thought of a multipurpose space that functions as a link between the Entrance Atrium, the Theater-House of Machines and the Plaza de las Culturas on the fair and concert esplanade; This space is provided with a 1,800 m2 Roof at a considerable height that gives rise to an interesting play of lights, shadows and colors that shelters a part of the park from possible rains while marking a change in spatial perception that brings inspired reminiscences in the typical street fairs of the cities of La Paz and El Alto.
